Driving Licence Exchange - Applying for exchanging

Driving licences issued by a European Union or European Economic Area Country (Norway, Iceland, Liechtenstein)

You can drive in Portugal on an EU driving licence until it expires.You must register your address in Portugal with IMT services within 60 days of settling in Portugal.There is no charge for this service.

How can I register the information of residency? 
• Fill out this form 
• Scan the following documents: 
  o Identification card 
  o Communication of residence with the City Council or other document proving residence 
  o Driving licence

What if my driving licence does not have an expiry date?
You must still register the details of your residence in Portugal with IMT. But, you can also exchange your licence for one issued by IMT if you so wish. To exchange your licence, start by asking your doctor for a medical exam. After the exam,  the doctor will issue a medical certificate and send it electronically to IMT via our medical certificate platform.  You can then: 
• Fill out this form 
• Scan the following documents: 
  o Your identification document
  o Your registration certificate issued by  the City Council, residence certificate issued by SEF or other document proving
     residence
  o Your driving licence
  o A psychological assessment certificate, if you are applying to retain vehicle  categories C,  D and/or E

It is not necessary to send a copy of the medical certificate as this has to be sent by the doctor electronically. 

After sending the documentation, you will receive an email requesting payment of the fee of 30 euros and, where appropriate, giving you further information on the collection of your biometric data.
